Autodefensas are community-based selfdefense groups, often formed by local civilians to protect themselves from criminal organizations or government neglect, especially in areas with little or no formal law enforcement. They are most commonly associated with Mexico, where some communities have created these groups to fight drug cartels and organized crime.

By the mid-1980s, the increasing violence in Sri Lanka prompted then PM Rajiv Gandhi to rein in the conflict diplomatically. This led to the Indo-Sri Lanka Peace Accord, signed on July 29, 1987, which promised provincial autonomy for Tamils, disarmament of rebel groups, and deployment of the Indian Peace Keeping Force (IPKF). The LTTE was not a signatory and rejected the Accord.
