In the early 1980s, the Indian government
provided covert military, financial, and
logistical support to multiple Tamil militant
groups, including the LTTE through the
Research and Analysis Wing (RAW). By the
mid-1980s, the increasing violence in Sri
Lanka prompted then PM Rajiv Gandhi to
rein in the conflict diplomatically. This led to the Indo-Sri Lanka Peace Accord,
signed on July 29, 1987, which promised
provincial autonomy for Tamils,
disarmament of rebel groups, and
deployment of the Indian Peace Keeping
Force (IPKF). The LTTE was not a signatory
and rejected the Accord.
